NOAA Winter Outlook 2016-17


NOAA released its Winter Outlook for 2016-17 this morning. Their outlook is based on the development of a weak La Niña, suggesting a drier and warmer winter is favored over the southern tier of states, while cooler and wetter than normal is favored across much of the northern tier. However, NOAA suggests that their confidence is not very high, as the La Niña signal is not strong.
